This phrase certainly applies to police superintendent NavneetSikera, who has made sterling progress nabbing gangsters inMuzaffarnagar, a crime ridden district in the Indian province ofUttar Pradesh.
Unlike fictional cop Harry Callaghan AKA "Dirty Harry", Sikerawith his background in engineering, prefers a more subtle,technological approach. Indeed, he's managed to compile a hugecomputer database of gangsters and thieves, a useful tool in hisbattle against crime. When Navneet Sikera and his police officers began patrollingMuzaffarnagar, the province was a veritable den of iniquity, withnumerous incidents of extortion, robbery and violence.
